Governance Theory Improves the Remote Sensing Monitoring System of Illegal Land Use

Abstract:
Although much has been achieved by remote sensing monitoring systems of land illegal use, a remaining challenge is the separation of remote sensing technology from governance theory. From 2006-2011 quantities and areas of illegal land use in China, it is clear that a monitoring bottleneck has already appeared. Within the current monitoring system, illegal land use has enough time to become legitimate. This and other defects mean that illegal land use cannot be eliminated further. Fortunately, the theory of governance relies on experience with public affairs, and is able to improve the remote sensing monitoring system of illegal land use. First, the governance theory emphasizes multi-subjects, consultation and public participation; the monitoring system pattern should be changed from liner to network. Second, beyond constructing a monitoring system using the network formation, automaticity that eliminates the influence of humanization in the system should be introduced. Third, self-governance incorporated into this monitoring system. Thus, with the help of governance theory, the remote sensing monitoring system of illegal land illegal will be improved and result in quicker reaction times and the elimination of humanization.
