The "Earth Health-Human Being Health Model" of Biological Resources Development and Ecological Construction

According to the ecosystem degradation worldwide, the ecological function decrease and serious environment pollution in China, the paper expounds the increasing risks of ecological and environmental health of the human being and the Earth faced, and then the approaches of solving the ecological, environmental issues and risk control projects are put forward, namely "Bi-health Model" of biological resources development and environmental protection. "Bi-health Model" combines the "Earth Health", mainly composed of bio-geophysical and chemical processes with the "Human Being Health" which is mainly composed of vital geophysical-chemical process. And the "Earth Health" is the base of sustainable development and the "Human Being Health" is the symbol of social progress. The biological resources development must obey the Earth health and the human being health, and the ecological construction is the necessary method of maintaining the Earth health and the human being health. Searching for the marketing method of biological capital development, namely realizing international political economics system of the benefits for both the "Earth Health" and the "Human Being Health", and forming the "New Capitalism" integrated the natural capital with social capital, will set a high value on realization of ecological construction industrialization, the renaissance of China, and the sustainable development of the whole world.
