Application of Indigenous Knowledge for Rural Development Planning: A Case in Shannan Prefecture of Tibet

Abstract:
Knowledge about local society,economy,environment and people has a significant impact on the country development planning.The compatibility of plan with local knowledge system determines its failure or success.In the case of Shannan Prefecture of Tibet,indigenous knowledge or local knowledge was explored by interviewing,mapping,fieldwork and reading chorography of the Xiaokang demonstration villages(counties).And it was appraised by analysis of Strength-Weakness-Opportunity-Threat(SWOT).The SWOT analysis indicates that: 1) local knowledge in agricultural and pastoral area has characteristics of intuitional,dual,traditional and tardily developing,its structure can embody the development of local society,economy and environment;2) inhabited areas should be designed according to local custom;3) increasing of farmers' income depends on farmers' skills of architecture;4) there is a need for providing the tools and sites for accumulating and spreading local knowledge;5) combination of local custom with environmental protection is an efficient mode for local environment;6) emphasis of infrastructure construction is to open the channel for mobilization of knowledge.The local knowledge is merged into the Xiaokang development plan,and the results show that: 1) local knowledge has positive impacts on building infrastructure,increasing farmers' income,beautifying inhabited areas,protecting environment and developing the society;2) the country developing plan based on local knowledge is approbated by farmers along with the communication among the planner,local governmental officials and farmers;3) local knowledge system will be developed and expanded during implementation of the plan.
