Research on Innovations of Incentive Mechanism of Property-Right System for the Sustainable Utilization of Natural Resources

The incentive mechanism is the means used to encourage people to act toward the direction of certain purposes proposed by the government or other principal relevant agents of the society. The incentive functions contained in property right system have significant influence on economic efficiency and sustainable development. Due to the imperfection of the right structure, the current property right system in China fails to provide enough incentive effects on micro economic activities and the conservation of natural resources, so the future urgency is to further practice reform and innovation. Based on the analysis of restricting factors of the current property right system in China, this paper puts forward suggestions concerning the innovation of the system under different situations through two ways, the induced innovation and the enforced innovation. As for the induced innovation, the methods mainly include: to make the perfection of the right structure on the micro economic level and to encourage the use right transfer of the resources based on the market law in order to raise the use efficiency of the resources. As for the enforced innovation, the methods mainly include: to enact perfect law system and to use the exclusive rights of the state owned properties to manage the public resources such as rivers and forest by the government.
