Response of Universities in Wuhan to the Intensive Land Use Policy

Since 2004, a series of intensive land use policy were promulgated, requiring the land users to control incremental land and invigorate the stock of land. However, with the rapid development of higher education, the university land was increasing sharply, resulting in extensive and waste phenomena. Therefore, investigating the intensive land use is of importance especially the response of universities to the intensive land use policy. Because higher education is public welfare, universities obtain the land use right for free. The intensive land use of universities is different from the intensive land use of commercial land, such as residential land and industrial land. Because of the particularity in university land, this study focuses on the intensive land use pattern and land use structure, and established an evaluation indicators system of university intensive land use. That the universities control incremental land and strive for improving the land use efficiency through the optimization of land use pattern and land use structure is considered the evaluation standard of the response to the intensive land use policy. An investigation into 38 universities in Wuhan City, Hubei Province, shows that the cognition degree upon the intensive land use policy of universities in Wuhan was generally low. Implementation of the intensive land use policy at universities in Wuhan fell short of organization. Improving the land use efficiency is one of the important ways to respond the intensive land use policy. Examining the policy response efficiency using the data envelopment analysis method and MATLAB software, it was found that 34.21% of universities in Wuhan were positive response to the intensive land use policy and had a higher response efficiency than the other universities. 34.21% of universities pertained to the weak response type and had less response efficiency. 31.58% of universities had no response to the intensive land use policy. Universities of the high floor area ratio should have a relatively higher efficiency in response to the intensive land use policy. In order to ensure the sustainable utilization of the whole city and the healthy development of higher education, central and local governments should strengthen the awareness of intensive land use policy of the public and the regulation of university land use, improve the policy system of intensive land use, build a strict system of planning approval, and establish supervision system, so as to force universities to place emphasis on the intensive land use policy and improve the response efficiency.
