The ample conditions raised for developing knowledge- based economy in China are peaceful international environment and stable internal environment along with a series of correct policies and legislative measures formulated by the government including 1) streamlined administration, surplus staff dismissed from office and power of leading organ lessened, institutional innovation; 2) to stop applying shock therapy to economies, to readjust financial order, and establish new economic order; 3) to better implement financial transfer and payment policies and promote regional coordinated development of economy; 4) to adopt green acounting system and take the road of sustainable development; 5) to set up system forcitizens to report and register the amount of their properties, reinforce corruption combating strength, bring state economic situation change fundamentally so as to lay good foundations and create excellent conditions for developing knowledge economy in China.
