Although advanced technology and high-tech industry are the chief conditions for developing knowledge economy, the basic industries which knowledge economy exists cannot be ignored. According to the experience of developed countries, the emergence and development of knowledge economy must have stable foundation of traditional industries. Developing knowledge economy in China not only has a great disparity of technology between China and advanced countries but is also confronted with weak resource and material basis and inadequate development of basic industries.
