Impacts of Urban Land Banking on Demand Supply and Price of Urban Land

Abstract:
In 1996,Shanghai Land Development Center,The first land banking institute in mainland China,was established in Shanghai.Now almost every city in China has its land banking institute.Land banking system is an important action for Chinese urban government to strengthen the management of national land property,to standard and develop land market and to the effective allocation of land resource.It is also a new break of the reform of Chinese urban land use system.This paper explores the impacts of urban land banking to urban land demand-land supply and land price through Demand and Supply theory.It includes three sections as follows: First,the mechanism of urban land banking in china is analyzed.Urban land banking in China includes three steps,the first step is land purchase,the second step is land banking,and the last step is land sole. Second,the impacts of urban land banking to urban land demand-land supply and land price are explored.The author states that urban land banking can control land supply.In the beginning,land supply will decrease and land demand will increase,this cause land price goes up.In the long term,urban land banking can stabilize land price by controlling land supply.In order to alleviate the negative impacts of rising land price to real estate market and urban development,urban land banking organization should increase land supply,so as to reduce land price. Third,some conclusions and suggestions are stated.The author argues that the land market impacts of land banking is mainly positive,urban land banking can control land supply.In the long term,urban land banking can stabilize land price.However,the land banking system in China is still in its beginning and exploring step,there are also some negative impacts of urban land banking.Rational land banking and land supply can make the land value stable,but it can also make land value unusual increase when it is not well-used.There are some problems with land banking system such as the banking land is not effectively used,the effect of land market is limited,rural land is occupied and so on.It is necessary to better and further develop land banking system in China.The author also argues that urban land banking must be coordinated with urban planning,land banking planning must be well done,and banking land should reach enough so as to achieve its goal.
