Garbage is worrying every city and country all over the world, but it is wealth, being merely put in incorrect place. As to how to realize the goal of reducting garbage, turn it into resources and make it harmfulness has become a hot spot in the field of sustainable urban development. This paper discusses res ources potentiality of urban consumer waste and necessity of developing garbage industry by analyzing the trend of urban consumer waste of the world, especially in combination with the trend of China's population growth and urbanization, an d puts forward industrialization policy on urban consumer waste in China.
