ENVIRONMENTAL AND RESOURCES CHARACTERISTICS AND INTEGRATED COASTAL ZONE MANAGEMENT OF THE YUEQING BAY IN ZHEJIANG PROVINCE

Abstract:
The bay is composed of seawater, the coastways and the space of the syntheses natural system where inbetween the ocean and the continent the bay occupies a key position for coastal zone exploitation and the focus of the conflict between the users' interest and integrated coastal zone management (ICZM) as well. This paper studies geological, geomorphological and sedimentary environment of the Yueqing Bay in Zhejiang Province by biodiversity judgement and analyses the limiting factors by defective and change of composition of ecological structure and imbalance of eco function. According to the discussions, it raises that the effective way for sustainable development of the bay is the implementation of ICZM, including 1) to establish the ICZM system for coordination; 2) to formulate authoritative local legal system of ICZM; 3) to draw up a division of marine functional zonation and development planning; 4) to set up resources environment and management information system; 5) to strengthen water pollution control; 6) to regulate and revise policies and regulations affecting sustainable development of the bay; 7) to promote public participation in ICZM; and 8) to energetically get involved in international cooperation of ICZM.
