Application of "Concentration-Value Loss Factor" to Assess Economic Loss of Groundwater Pollution in Hutuo-River of Shijiazhuang

Abstract:
In order to protect groundwater,the economic loss caused by polluted groundwater is taken into consideration of "the check system of Green GDP".It's necessary to assess the economic loss raised by groundwater pollution,but the method of assessment has not been procured.The "concentration-value loss factor" is usually used for economic loss analysis caused by polluted surface water, but merely reported in economic loss caused by polluted groundwater.An example is given to assess economic loss raised by groundwater pollution of Hutuo river in Shijiazhuang in this paper.Data of hydrogeology,environmental geology and hydrology of the area are analyzed,groundwater samples are collected and tested,and related parameters are acquired for calculating the economic loss.The result suggested that direct economic loss is 46.32 million RMB,and the indirect economic loss is 254.74 million RMB for two pollution sources of Hutuo River.The calculation is based on the impacts of pollutants on groundwater quality and in comparison with the total economic value of the same water body unpolluted,which is coincident with environmental economics and has strong theoretic basis.If groundwater quality parameters and the hydro-geological parameters could be obtained,the economic loss of groundwater pollution could be calculated accurately.
