The Application of the Unused Agricultural Land Classification based on Quantity-Quality Conversion: A Case Study in Song County of Henan Province

Abstract:
The agricultural land classification is obtained through calculation of potential productivity of agricultural land,and step-by-step modification using land use coefficient and land economic coefficient according to the methodology of Agro-ecological zones(AEZ).In different categories,the agricultural land classification has different application directions.For example,the natural quality index,which is a basis of agricultural land classification,reflects climate and soil conditions influencing crop growth,as well as the agricultural land construction status.As one of the most important results of agricultural land classification,the natural quality index can be applied for every aspects related to land quality evaluation,especially land use planning and the appraisal of balance between cultivated land occupation and supplement.The agricultural land use index is based on the production factor theory.It means that crop yield is not only affected by agricultural land quality,but also controlled by the inputs and field management.So,agricultural land utilization index is calculated by multiplying the natural quality index and land utility coefficient.The agricultural land utilization index reflects the farmer's capacity and willingness to agricultural inputs and management.And the potential of agricultural land productivity is obtained by comparing the natural quality index and the agricultural land utilization index,and crop yield could be increased through increasing the inputs and improving management.It is urgent to keep agricultural land requisition-compensation balance from quantity balance to quantity-quality.According to research findings of the assessment on suitability of the unused land,classification of the unused agricultural land,this paper take reference of factors of agricultural land classification to the factors of the unused land,some of which are selected for revision.Base on the results of classification of agricultural land,a Quantity-quality Conversion is made.The potentials to supplement the cultivated land and its corresponding grain production capacity are calculated,which theoretically provide the standard grain output of each grade for dividing the unused land development area.The results of this research are useful in offering data for the realization of Requisition-compensation Balance of the agricultural land and of the comparability of cultivated land and supplementary cultivated land in terms of quality and quantity,as well as providing scientific ground for decision making of land development projects.
