Assessing Economic Development Patterns of Resource-Dependent City:A Case Study in Baise City, Guangxi Zhuang Autonomous Region, China

Economic growth pattern affects the sustainable development of economy and society.The economic growth pattern,which neglected energy and environment will bring in short-term economic return and short-term regional prosperity. Driving by the development policy of western part of China,a batch of resourcebased cities has been mushrooming.Therefore,it is of great important to discuss sustainable development pattern in these cities.Baise city is an example in new emerging resources cities in the Western part of China.The study is based on a total of 11 months of fieldwork in Baise city.Data collected through fieldwork has been supplemented by various publications.Through quantitative analysis and qualitative analysis,the paper draws a conclusion that the driving forces of economic development in Base city is capital and resources(aluminum ore) and the economic growth pattern of Baise city is the traditional and linear economic growth pattern which based on resources.The paper analyzes the effect of economic model through econometric models.These econometric models show that Baise has made much progress in economic development since exploring the AL ore in 1991;and the exploitation of resources relied on much capital.Based on above analysis,we make an evaluation on the traditional linear economic growth pattern,which based on natural resources in the sustainable development ability of economy.The government of Baise should change its development pattern,and to make the regional government decision according to central government's strategy and Citizen's interests.Firstly,Baise should build industrial system of circular economy in which aluminum industry is playing a dominant role.Secondly,to develop the pattern of cluster and circular economic development zones Thirdly,ecological tourism should be developed and based on cleaner production,circular economy and ecological agriculture.Fourthly,the funds for environment,education,and technology development should be raised,and the pricing mechanism of environment should be built.Fifthly,social system on circular economy should be built in Baise city.
