Comprehensive Discussion on Business Concession in China National Parks

As a resources system,National Park's function is higher than all kinds of resources as well as bases on them,and the whole function is also bigger than the summation function of every part.Single-managing body could not administrate and use it efficiently,and only management could not deal with correlative affair efficiently,and Government or Quasi-government is needed to harmonize and administrate the whole process.So,pure management is inapplicable to National Parks.Aimed at solving or releasing the short of funds in tourism resources exploitation & protect and the certain inefficiencies in management,this paper tries to explain the necessity and feasibility and applicability of business concession in National Park based on the analysis of franchise and public utility concession and National Park Concession.Firstly,as far as franchise is concerned,the franchisement relationship is a half-organization style among market and enterprise and networknization.The co-operations between Enterprises with independent legal person qualifications can solve the bottlenecks which both of them are confronted with,and can reduce more organizing "consumption" through the market than any other trade styles.As to China National Parks,they have been shouldering the important task that passes the scenic and Historic culture resources on inter-generation forever and links them at all times.As the supervisor,one side,they should to maintain the power to control and supervise the resources system and preserve the whole functions of the resources.On the other side,they also should meet needs and rights of the whole country to appreciate scenic and Historic resources.At the same time,government needs to protect and construct them efficiently.Secondly,What with want of funds of government and the poor quality & low efficiency and what with the increasingly demand for public services and goods both in quantity and quality,Public Utility Concession,as a new model,has been developing healthily and quickly.Same ways,China National Parks desiderate a new administration model to correct the distorting status in running and supervising as has been said above.Thirdly,the running and administrating model of foreign country's national park,especially its essential procedures can be referenced.So,this paper concluded: 1) the business concession in National Park has great applicability.To a higher degree,it can strengthen the administration of government to National Park and the enactment of tourism constitution system;2) Although there are many differences between China National Park and American National Park,the administration and management of China National Park can refer to the business concession in American National Park,especially about the business concession term and the content of contract and so on.
