On Exploitation of Mineral Resources and Regional Economic Sustainable Development in Mineral Areas

Region development is dependent to a great extent on development of mineral resources, their depth and extend of exploitation restrict the course of region and regional economic development, and they play an important role in the regional economic development of the Loess altiplano where there are rich mineral resources, weak economic base and frail environment. In this article, the theory of mineral resources requisite life cycle of regional development was summarized, and the issue on mineral resources exploitation and regional economic sustainable development of the Loess altiplano was discussed for the fist time in china. The evaluative course of mineral resources exploitation in HuangLing County was systematically analyzed basing on it, and the relationship of mineral resources exploitation and county's economic sustainable development of the county was primarily discussed. It was concluded that HuangLing county is a typical mineral regional, both the mineral resources exploitation and economic development take on inverse "U" curve, at present, the gross of economic increase slowly, and the proportion of mining economic decline sostenuto, economic development of the town is during the course of winter due to the influence of national policy of mineral exploiting, force of market, adjusting of industrial structure, regional competition, manageable system and mechanism and so on. The key to progress economic sustainable development of county regions is to take full use of integrated predominance resources, suitably adjusting the industrial structure to transform the single structure into the pluralified and diversified structure, so as to realize the advantage recreation, substitute and inter-supplement.
