As an energy and heavy-chemical industrial base under construction, the contiguous area of Jin-Shan-Mong is characterized by sufficient coal resources and deficient water resources in terms of resources allocation. Water is the limiting factor in the construction of energy base. In the light of field investigations and calculations, the paper points out that so far water regulation and storage capacity of Iocal stream runoff is improved, and river water of Huanghe is fully utilized,water demand for short-term energy base construction can be satisfied.
