Quantitative Research on Integrated Price of Expropriated Agrarian Compensation: A Case Study in Zhumadian

This paper analyzes the both sides of the expropriated plantation system and the necessity of the reform first,then definitudes the meaning of the arable land quality's price and the expropriated area's integrated compensation price.The paper not only broadens the scope of the compensation for expropriation,but also sets up the standard which is used for compensating the expropriated area,and the indexes which are used for measure.It partitions the expropriated arable land area to four levels which are belonged to the city of Zhumadian in Henan province,and assesses the arable land quality price using the proceeds-return method.Considering the temporal value of the capital,the authors take three Safeguard prices as keystone to analyze: Firstly,it's Social security price which is the base price to maintenance the basic live line of the peasants who have lost their farmland.Secondly,Medical insurance price,which insures the basic medical treatment right of the peasants.Thirdly,Re-employment guarantee price,which will enhance the ability of competition.Finally,based on these methods,the authors figure out the synthesized price of compensation,which is the first level of expropriated plantation(only the dry land).Based on the analyzing pathway,we can work out the synthesized price of compensation which is about 87 291.21 Yuan per 0.067 hectare land(only the dry land).We have two points to explain or compare as follows: on the one hand,the conclusion that we have worked out merely belongs to the first level area which we have fixed.The expropriated object merely is the dry land.According to the approach,we can work out other level sections' compensated synthesized price also.On the other hand,the justice is the start of our study,so the conclusion of our research is beyond the result that we get with product-multiple method,which is based on the land management law.The count method of compensation price can more guarantee the lost farmland farmer's rational benefit,and offer a new way and reference for the existing land expropriate system.In a word,the low compensation price will damage landless peasants' interests;conversely,the high price for compensation will increase the cost of industrialization and hinder the process of urbanization.The beginning of our research is fair and reasonable,the compensated synthesized price ideas and methods have expressed this thought.
