Spatial Difference of Urban-Rural Land Use and Optimal Strategies in Hainan Province of China

Land use is a significant factor to influence the urban-rural relationship.Urban and rural land use management plays an important role in urban-rural harmonious development.Therefore,it has real significance to seek solutions to coordinate urban and rural development through urban and rural land use adjustment and land resources management.Based on the analysis of land use condition in Hainan Province,it was found that the land use efficiency was quite low in Hainan and there were great disparity in relative intensity of land use between the urban areas in Hainan Province.Production of city,town and industrial land of Hainan Province was merely 661 000 Yuan RMB per ha,accounting for 40 per cent of the national average and 29 per cent of that in Guangdong Province.Plant agricultural production was 13 500 Yuan RMB per ha,equal to national average and half of that in Guangdong Province. With respect to this situation,three innovative approaches in land resources management to coordinate urban and rural development were proposed.Firstly,the foremost thing is to adapt socio-economic development and renovate idea and management system,and to explore land resource management means for urban and rural harmonious development.Secondly,land market allocation mechanism should be set.Land property right of rural people should be secured to protect legitimate interests of rural people.Thirdly,government can support rural development by planning and rearranging rural land.
