An Indicator System for Evaluation of Intensive Land Use and Growth Pattern: A Case in the Marginal Towns of Beijing Metropolis

Abstract:
Evaluation of intensive land use and the growth patterns of production is the new research field in China.In this paper,we clarify firstly the background and goal of this study based on some common theories and practical command in economic development and urban expansion.And then we set down the research route and method in establishment of indicator system.we employ conventional method,such as expert-giving-marks method,AHP method based on entropy technology.After selection of the method of evaluation,we create one optimal indicator system to reflect the goal in this study based on lots of literatures focused on the research for cities,regions and industrial parks including of eco-industrial parks.We think such an optimal indicator system is necessary because such as system can offer us lots of method to estimate the weightiness for every final indicator in the practical evaluation firstly.In addition,such a system can provide us the new indicators for the evaluation in the future following general statistical data which could be collected through multifarious channels.Otherwise,such an indicator system can direct governmental departments to append new statistic indicators.In this optimal indicator system,it composes of 5 second-level indicators,22 third-level indicators and 130 forth-level indicators,and includes 4 second-level indicators in the practical evaluation except of land management performance.We explain the problems facing statistic data collection,including the problems for the channel of data collection,the extraction from the database.Then we establish the applied indicator system,which including 4 second-level indicators,15 third-level indicators and 66 forth-level indicators. Hereinto,economic harmonious development,intensive land use,social harmonious development and environment consolidation are taken as the second-level indicators.economic benefit,intensive land use efficiency,land use intensity,population and zoology amity and so on are the third-level indicators.On the whole,we weigh some index indicating benefit and efficiency highly and weigh indexes indicating gross size or output lowly.After that,we explain how to optimize the relationship between optimal indicator system and applied indicator system by regulating the value of weights,and eliminate the limitation of lack of indicators necessary.According to research route and method,we take four villages and towns in the fringe of Beijing metropolis as the cases and analyze the position of land intensification use and find Xibeiwang is the town with the highest degree of land intensification use.Wenquan is in the second class.Shangzhuang is the town with the lowest degree of land intensification use.But they are not balanceable in different towns,such as Shangzhuang,with high ratio of Greenland coverage,Wenquan bearing higher economic profit,and Xibeiwang in the fringe of Beijing city with the highest degree of urbanization,the value of indexes indicating zoology amity
