Relationship of Impact Factors in Different Citation Environments

Research assessment is an important task for universities, research institutions and government funding agencies. Many assessment methods for basic research rely heavily on the assessment of publications in academica journals. These methods mainly focus on the quantitative comparison of the number of journal articles, however they ignore the quality differences among various journals. This paper presents a new method for qualitative assessment of academic journals by taking into consideration the impact factors of the journals in different disciplines.
