This paper then describes the current status of industrialization of basic research in China, and discusses the possibility of future technical cooperation between Japan and China, taking into account discussions held at the Japan-China Energy Conservation Forum in Tokyo. In the end, the paper talks about the concrete projects, such as establishing a model research laboratory or implementation of inter-governmental communication concerning energy-conservation policies.
