The critical obstac|e of implementing organizational software measurement is how to transfer metrics into an operational process model which characterizes the organizational software process.To solve the above problem,the op- erational model of measurement process(OMMP)is proposed,which is based on the idea of the measurement processes are software too.Then the process management framework based on the metrics is analyzed.
