Migrate Workflow needs to goal programming before it issues workflow services.This paper puts forward a structure model and a method of goal programming.The goal is decomposed to a "and/or"task network,establishing the time relation of sub-goals,giving the feasible technology scheme for discussing the workflow goal programming.
