From the view of representation theory, software measurement scales is researched in this paper. Then the meaning of software measurement and the mthod of statistical analysis are analysed based on this representation theo- ry. Moreover the different types of measurement scales are compared and the evolutionary method of selecting mea- surement scales is proposed.
