This paper proposed a concept decomposition-based policy refinement method, thus, the process of policy elaboration could be seen as a process of concept decomposition, which was aimed at transforming the concepts at higher levels into concepts at lower levels. Gave the steps of the algorithm and showed the process of execution by a case demonstration. In the end, gave the advantages and disadvantages of this method by comparing it to other methods.
