The concept of attribute set decomposition and its necessity were discussed, the equivalence of decision in the process of decomposition was analyzed, weak criterion and partial criterion of equivalence on the universe of decision table were proposed. In order to avoid the shortage of weak criterion, strong criterion of equivalence on the value space of the sample set was put forward.
