This paper illustrated and analyzed the Open World Forum 2008 and its 2020 FLOSS roadmap history and content in brief, including seven predictions, eight key recommendations, five major events and Open World Forum 2009 program. It put forward the eight recommendations against future challenges in the following: fostering FLOSS ecosystems, investing on research and development on FLOSS, exploring representative FLOSS application, establishing FLOSS common platform; encouraging FLOSS community, development FLOSS education and training and promoting FLOSS spirit.
