Study on End-to-End Security Based on TETRA

Abstract:
TETRA(Terrestrial Trunked Radio) is a series of standards made by ETSI on digital radio trunking communications system.Many functions of TETRA are designed to meet the special requirements of police and other public safety organizations,which include information security.The basic security functions,which include authentication and air interface encryption,are described while the E2EE(Endto-End Encryption) function are left to the user.This paper discusses the E2EE frame structure based on TETRA referring to the recommendations of TETRA MoU,and the E2EE key techniques,such as voice encryption,SDS encryption and key management,etc.
