In order to reduce the complexity of H. 264 encoder, this paper presented a fast inter mode decision algorithm. By using image content type and the quantization parameter, the proposed algorithm made selection for inter coding modes of the MB in advance, thereby it could effectively skip unnecessary inter-prediction modes. Experimental results show that the proposed methods can reduce encoding time by 39. 14% on average with less performance degradation and bit-rate increase.
