THEORY AND METHODOLOGY FOR POLLUTION CHARGE STANDARD DEVELOPMENT

Abstract:
The theory and methodology for developing pollution charge standards were studied by using both microeconomic theory and macroscopic water pollution control planning. Following conclusions are drawn: 1) Emission charge standard should be equal to the social average marginal cost of pollution reduction to give a social welfare maximum. 2) The social average marginal cost of pollution reduction can be counted more or less in line with ways and technologies for pollutant abatement during the same period.
