A Study on Medical Aid for Migrant Workers

Migrant workers,as a special group appearing after China's reform and opening-up,have made great contributions to urban construction and the country's economic development.But their rights are not well protected,and there have not been powerful measures taken to offer them medical aid,which is really a life-and-death problem to them.The reason lies in the absence of legislations,funds,and inequality.Seen from the protection of the rights of the migrant workers,the right of equality,and perfection of the country's social security system,it is necessary to implement a medical aid system for migrant workers.It is feasible to establish such a system with the funds collected by the government,society,and employers.It has already proved possible in some cities in China.Considering that the present medical aid plans involve only a limited number of the population,which is not clear in obligation,not smooth in the system,and in bad need of medical funds,and that there has been a serious problem of medical funds being misappropriated and unhealthy legislations concerning medical aid,it is necessary to put forward a plan for medical aid for the migrant workers in accordance with the national situation with the successful experience and practice of foreign countries.For the establishment of a medical aid system for migrant workers,it is practical to proceed in two steps.Presently,a transitional medical aid system could be established,and later on,with the development of the country's economy,an integrated medical security system for both urban and rural areas should be established gradually.
