On Developing the Leisure Industry

Transformation of China's development strategy has provided strategic opportunities for the development of tourism industry,and while the government puts much emphasis on the policy of domestic demand expansion and consumption stimulation,tourism industry benefits as well. However,the importance of tourism industry in the national economy has decreased somehow in the recent years as statistics shows. Therefore,as tourism industry is one with a strong comprehensive and integrated nature,and the capability of stimulating middle demands and saving resources,its characteristics need to be further clarified,and benefits it can bring should be fully realized. Its content should not be constrained to sightseeing tour any more,and tourism enterprises are by no means only travel agencies and hotels. To fully make use of the new opportunities,answer for the new era requirements and enhance the status of tourism industry,it is undoubtedly necessary to rethink the meaning and extension of a broad tourism concept,especially the idea of extending tourism industry to leisure industry. Fortunately,as far as the present situation is concerned,leisure industry has accumulated solid foundation for advanced development,from the perspective of the product exploitation,practical operation and the scale of social demand. To effectively enhance the development of leisure industry,push forward national consumption capacity,bring up a new comprehensive industry and make contribution to the realization of new era's national strategy,corresponding measures should be taken including the research of fundamental theories,establishment of consumption policies,cultivation of products and services,exploitation of leisure market,transformation of outbound tourism and deepening of industrial administration. The meaning of leisure should be treated fairly and the social image of those consumptive sectors should be recognized positively,which needs the work and education from scholars. By strengthening statistical innovation and combining demand and supply,leisure industry could get substantial development and effective expansion of growth. By the construction of downtown recreation districts and leisure areas around the city,domestic leisure consumption could be greatly enhanced. By appropriate economic approaches,outbound tourism could be transformed to domestic leisure consumption and the outflow of those economic resources could be effectively collected back through the internationalization of domestic tourism enterprises. Many more measures are to be further exploited,while a promising future for leisure industry is to be expected.
