This paper presents the concept of 'the govemmental market behaviour'on the basis of auction and competitive tender, It aims to make a new attempt in theory on the relations between government and market and furthermore, the traditional thinking about the property right. It emphasizes that by rectifying the traditional government economic behaviour under certain coneditions through matured market mechanism will help to solve some of the problems caused by the blurring property right in present day China. The authorhopes that the new approach will offer some help to the reformation of the state-owned enterprises.
