An Essay on the Institutional Cause of Environmental Problems

This paper, based on the hypothesis of achieving Pareto Efficiency, seeks to make a deepgoing analysis of the institutional causes of environmental problems and holds that market failure as well as government failure lead to envionmental problems. By making a further analysis of specific causes of market failure and government failure, the paper produces some theoretical suggestions aiming at countermeasures of environmental protection.
