Early this century, the well-known Chinese thinker Liang Qichao made an extensive and systematic study on foreign debts which played a complicated role in the history of the late Qing Dynasty. This presents a discussion of Liang's analysis of the political prerequisites of foreign debts, an analysis which embodied his strong desire for political reforms.
