Implementation of Japanese Publication of Information Act and Administrative Target under Popular Guidance

Abstract:
Japan has fallen behind USA in publication of government information for more than 30 years, staying at a relatively backward level in international society. Japanese Freedom of Information Act took effect on April 1,2001. Although it establishes the right of the populace to know about administrative affairs in theory, it is still far from realizing the administrative target under popular guidance in the IT era. It is because firstly, the Government lacks a public,transparent mechanism and secondly, the Freedom of Information Act is out of structural balance. The supervision of NPO will play one of the important roles ingiving impetus to the publication of government information.
