This article builds up an ISM of the elements in the process of long or medium term hi tech industrialization (HTI). By the model it analyzes the structure and causal relations of the elements so that it can show systematically the roles various elements play in the process of long or medium term HTI.As a result it gives some suggestions on how to improve long or medium term HTI.
