Based on the study of construction network project, the authors pose a new estimate criterion: construction quality and set up the network's mathematics model. Simultaneously, the authors establish the network's multi\|goal model by synthesizing the existing optimum models. Because the goals contradict each other, the authors can optimize network project scientifically and objectively by using the multi\|goal decision theory.
