The Multilayer Model of Programming and Game

A multilayer model composed of programming and game with 4 players was built and resolved. Two governments and two industries were regarded as players in the model which not only analyzed the protect tariff that is restricted by two governments, but also studied effects on two infant industries development. The model showed that the negotiation of the tariffs in important, and studied the decision-marking and competition among the 4 players. The model can be used to decide upper limit of the tariff by the governments, and forecast the effects on 4 players.
