Operational Cost and Optimization Model of Running Eco-Industrial Symbiotic Network

Abstract:
Eco-industrial Symbiotic Network(ESN) is a complex ecosystem of society,economics,and environment,which consists of multiple related enterprises on the basis of symbiotic and competitive mechanism.Its well-being and steady performance is the core to develop Circular Economy(IE),which,is encouraged by Central Government and being developed very quickly in China as a new strategy to approach sustainable development by improving the resources productivity and eco-efficiency of production and consumption,and at the same time decreasing the pollutants discharge.The paper explores the five kinds of environmental responsibilities of company in the eco-industrial symbiotic network: environmental safety and health training,environmental/ecological design,green/sustainable consumption knowledge training,extended producer responsibility,and wastes recycling,and proposes its operational mechanism in terms of market-based principles.Furthermore,the research develops a cost-based Model to evaluate the optimization performance of Eco-Industrial Symbiotic Network.The results show that the operational cost of environmental responsibility agents is the greatest part of the whole network performance cost,while the operational cost of enterprises who implement environmental responsibilities is just a little part.Therefore,the paper finally approaches the important factors that affect the operational cost of environmental responsibility agents and provides a case study on the model developed.
