A Decision Support System for Sitting Hazardous Materials

Abstract:
The potential damage of hazardous materials to human being and its environment is increased dramatically. For developing countries like China, hazardous material has the following characteristics: large quantity, serious damage and very low processing rate. It is a feasible alternative to transport hazardous materials from population centers to specific places to process and store. This paper describes a decision support system for aiding the sitting of hazardous materials.As an integrated optimization system ,it accomplishes the decision by the following procedures-model generation, model optimization/solving,and reports printing. In general, the sitting of hazardous materials involves the following elements: efficiency or cost (i. e., the total transportation cost between hazardous material sitting and places generated these hazardous materials), risk (i. e., population centers like large cities are reluctantly as neighborhoods of hazardous material sittings since it may bring about potential damages to the environment and human life),and equality of risk (i. e., the risk brought by hazardous materials should be distributed to the relevent population in an equal way). The paper describes a DSS considering the above objectives and several optimization a1gorithms. Decision makers can construct specific optimization model. By using tradeoff tables, decision makers may get instinct perceptions over several alternatives with conflict objectives. The solution of sitting problems in the paper is based on optimization algorithm, thus it can solve similar complex problems in an efficient way.
