This paper presents a mathemtical model of agricultural resource allocations and develop-ments in the Huang-Huai-Hai plain,relating to its motive,background,mechanism and infra-structure.According to economic equilibrium and resource allocation theory,the frameworkincludes all bio-socio-economic complexities and uncertainties,and unifies all interactive andconflicting components logically.
