The growth of international natural medicinal products will not benefit the TCM industry equally. In order to obtain the most from the increase of the market, it is essential to establish a technological innovation system that includes units at the state and corporation levels and the interactions between. Therefore, the logical state policy should lead TCM from the cradle of empiricist scientist or traditional industry to modern industrial civilization, cultivate novel growing point, and make up the missing links in the industry chain, while the corporations should spot opportunities in the trends. A foreseeable tide of the internationalization of the industry will result from the development TCM manufacturers and the involvement of international enterprises. However, it is difficult for domestic corporations to obtain enough competitive power under technological and regulatory obligations. In the future, TCM industry will develop into one involving international capital and transnational enterprises, and meanwhile, serving both domestic and international markets simultaneously. Eventually, the domestic market will merge into the international. It is advisable for domestic manufacturers to keep alert to the trends and challenges, gain and maintain international competitiveness.
