the goal of this article is to perform a conceptual revision of the concept of impact related to science and technology policies, as well as proposing strategies for its measurement. in addition, there are presented some empirical applications of this concept, taking as example the impact of two national programs of science and technology in colombia: the national program for biotechnology and the national program for human sciences.
