our purpose was to explore the impact different courses of action aimed at promoting the objectives of quality, coverage and relevance had in mexican higher education. considering, as elizondo and reséndiz explained, that both the implementation of policies and the assessment of their impacts require a medium-term horizon because inertia always imposes some time elapsed (2000: 348). in this paper we adopt a diachronic perspective that spanned from 1988 to 2006 which corresponded to the last three federal administrations. the empirical evidence used was drawn from documentary sources, periodicals and bibliographies.
