Hacia una política de gestión de las invenciones en las entidades públicas de investigación

the purpose of this document is to analyze the current situation of the inventions created within public universities and research centers, taking a close view of the patent domestic system. as example, it describes the research and development system of morelos. it discusses some of the obstacles faced by public universities and research centers when patenting their inventions as well as some key elements that shall be considered in designing a policy to manage inventions in order to ease patent protection to increase their economic and social benefit and to build an institutional intellectual property culture.
