the process to determine the sanction in the legal system for juveniles is not clear and poses problems. besides evidencing its stages and criteria, two problems are analyzed: the consequences of the disorder and repetition of guidelines for assessment regarding the selection of sanction types and measures and the reflection on apparently conflicting ideas, namely, the liability of the young offender and their need to be integrated in society.
