Gobierno electrónico: un signo de inclusión digital y poder popular

this theoretical review tries to state the new relationships established between the state and its citizens, based on the appearance of on-line government, product of the eruption of new technologies in this context. it begins with the supposition that the efficient use of information and communication technologies (icts) constitutes a mechanism that makes it possible to minimize breaches of governability, a situation that, in the long run, permits inclusion and citizen power. a descriptive methodology is applied that approaches diverse positions about the uses, applications and solutions of virtual governments as part of the strategies for bringing government and the governed closer together, as well as the exercise of citizen supervision and control in public governmental management. conclusions are that electronic government (eg) is a suitable means for maximizing the governor-governed relationship only if it counts on genuine, previously planned information technology training.
