La Administración Pública Nacional en la Argentina (1983-2001): el impacto de las reformas sobre su estructura y el personal

this article exposes a critical revision of the technical-political foundations that rooted in the prevailing proposals of administrative reform from mid the eighty, as well as a comprehensive analysis of the main transformations and effects that caused their implementation in the structure and the employment of the national public administration. the concrete result of the reform policies puts a new profile in the open state, strengthened in its repressive functions and debilitated in those areas that, like health, education, or social promotion, canalized the interests traditionally collective public. in this map course, the workers of the public sector also paid the cost of the successive variants of "state re-engineering" impelled by a nucleus of consultants and "foundations" that counted on the auspice of international the financial organisms. thus, a drastic reduction of agents in the national state can be observed -in quantitative terms- whereas in the qualitative order, a progressive tendency towards the consolidation of agreed labor conditions with the model flexibilizer of the market of private work.
