Abstract: this article conceives literacy as a form of cultural policy. it criticizes literacy theories in order to make room for a new approach. it also focuses on literacy campaigns, especially those carried out in former colonies of africa. finally, the paper argues that if literacy programs are to adopt a liberating perspective, they must be based on the students' own language.
